Technical Third Party (TTP) Services
We act as an independent Technical Third Party (TTP), providing objective document review on behalf of shipowners, competent authorities, recycling facilities and other stakeholders who need assurance that a recycling proposal genuinely meets the requirements of the Hong Kong Convention.
A TTP does not develop the document it reviews. Our value is independence: we assess what has been submitted, against the requirement, and report exactly what we find.
Scope of Our Delegated Authority
Document Review of the Ship Recycling Plan (SRP)
We review the SRP to confirm compliance with the applicable requirements set out in the HKC and the relevant MEPC Guidelines, including MEPC.196(62) on the development of the Ship Recycling Plan.
The review examines whether the SRP:
- Has been developed for the specific ship, taking into account the ship’s particulars and the information provided by the shipowner
- Is consistent with the Inventory of Hazardous Materials (IHM) Parts I, II and III, including quantities, locations and identification of items not covered by the Inventory
- Specifies the manner in which each hazardous material will be managed — identified, removed, handled, stored, transported and disposed of — and to which downstream facility
- Falls within the scope, capability and limits of the facility’s authorization and its Ship Recycling Facility Plan (SRFP)
- Describes the arrival, safe-for-entry and safe-for-hot-work conditions and the sequence of recycling operations
- Includes the emergency preparedness and response arrangements applicable to that vessel
- Addresses worker safety and training relevant to the specific hazards of that ship
- Contains the approval, notification and reporting steps required before recycling begins and after it is completed
How the Review Works
- Submission — the SRP, the IHM and supporting facility documentation are provided to us
- Compliance check — each element is assessed against the specific HKC regulation or MEPC Guideline it must satisfy
- Findings report — non-conformities, observations and areas requiring clarification are recorded with a clear reference to the governing requirement
- Close-out — revised submissions are re-reviewed and the outcome confirmed in writing

Why Independent Review Matters
An SRP that is rejected late costs berth time, delays the Ready for Recycling Certificate and exposes the shipowner to reputational and regulatory risk. Independent technical review before submission removes that exposure
